Georgia passes national DNA database legislation!

In a landmark move, the Parliament of Georgia has approved the creation of the nation's first national DNA database. This initiative, proposed by the Ministry of Internal Affairs, mandates the collection and profiling of biological samples from individuals accused or convicted of any crime, aiming to enhance the efficiency and effectiveness of criminal investigations.
The newly enacted law stipulates that genetic profiles obtained during criminal investigations—from individuals, crime scenes, or material evidence—will be systematically recorded in the DNA database. Additionally, it allows for the voluntary inclusion of DNA profiles from any individual who consents to be registered. The responsibility for collecting these biological samples is entrusted to the Levan Samkharauli National Forensics Bureau, the Ministry of Internal Affairs, and the Penitentiary Service. Management of the DNA database will be overseen by the Levan Samkharauli National Forensics Bureau.
To address privacy concerns, the legislation ensures that biological samples are destroyed immediately after the creation of genetic profiles. The retention period for these profiles varies based on the severity of the crime and the age of the individual, reflecting a balanced approach to data preservation and individual rights.
Deputy Minister of Internal Affairs, Alexander Darakhvelidze, highlighted the multifaceted objectives of this initiative:
"The primary goal is to establish a unified, national DNA database with various purposes, foremost being the timely prevention, detection, and investigation of crimes. Additionally, it will aid in the identification of missing and disappeared persons."
